Is ChatGPT an AI Agent or a Chatbot? The Real Difference
ChatGPT is a chatbot and an assistant, not an agent, until you give it tools, a goal that persists, and permission to act without asking you each time. With those three things it can behave agentically. Out of the box it waits for you to type something.
That distinction is not pedantry. It decides whether the thing takes work off your team or adds a step.
Chatbot or agent, side by side
What to compare | Chatbot | Agent |
|---|---|---|
Starts when | You open it | Work arrives |
Knows your process | Only what you paste | Whatever you have given it access to |
Remembers | The conversation | The state of the whole job |
Takes action | No, it drafts | Yes, inside limits you set |
Runs unattended | No | Yes |
Failure looks like | A bad answer you ignore | A wrong action you have to catch |
The last row is the one people skip. A chatbot that is wrong wastes your time. An agent that is wrong touches your data. That is why every serious deployment keeps a person approving the exceptions.
The three part test
Ask these in order. The first no is where it stops being an agent.
Does it see the work without being asked? If a human has to paste an invoice in, it is a chatbot.
Does it have tools, or only words? An agent reads your systems and writes back to them.
Can it run while everyone is asleep, and does anyone check what it did? If nothing runs unattended, you have an expensive assistant.
What ChatGPT is genuinely good at
Worth saying plainly, because the answer above can read as a dismissal. It is not.
Drafting, summarising, and rewriting, better than most people at speed
Explaining a document you do not want to read
Being the reasoning layer inside a system someone else built
Prototyping an agent idea before you spend money on the real thing
What it will not do is own a role. It has no idea what arrives in your shared mailbox at 6am, and it will not act on it unless something else puts it there and tells it to.
The difference in money
An assistant that suggests the right answer still leaves the work with your team. That is a productivity gain, and it is real, and it is hard to show up in a P&L.
An agent that owns the role takes the work off them. That shows up as hours recovered, which is why the two get priced differently and why the distinction matters before you sign anything.

Frequently asked questions
Is ChatGPT an AI agent? Not on its own. It is an assistant that can act agentically when connected to tools, given a persistent goal, and allowed to act without a prompt each time.
Is ChatGPT a chatbot or an AI agent? Both descriptions fit depending on configuration. The default product is a chatbot. Agent behaviour requires tools, autonomy, and a way to run without a person starting it.
Can ChatGPT do agentic things? Yes. It can call tools, run multi step tasks, and operate from a schedule in some setups. What it still needs is a goal, limits, and someone reviewing exceptions.
Is Claude an AI agent? The same answer. It is a model and an assistant, and it becomes part of an agent when someone builds the surrounding system.
Is Gemini an AI agent? Same. These are models with chat interfaces. The agent is the system built around them.
What is the difference between a chatbot and an AI agent? A chatbot responds when asked. An agent sees work arrive, decides what to do, acts within limits, and runs without a person starting it.
Can I use ChatGPT to build an agent? Yes, and it is a reasonable way to prototype. When the prototype needs to run every day without anyone watching, that is a different build.
